The Uttar Pradesh State Road Transport Corporation (UPSRTC) is the state-owned transport company that provides bus services across Uttar Pradesh and neighboring states. Established to facilitate public transportation, UPSRTC has undergone significant modernization in recent years, enhancing both passenger experience and operational efficiency.
History and Transformation
For many years, UPSRTC faced criticism for its deteriorating service standards, including poor maintenance, unclean buses, and lack of punctuality. "These buses used to stink due to lack of cleaning," recalled passengers who often opted for alternative transportation options. Broken seats, flickering lights, and unkempt depots were common complaints. However, recent reforms have significantly improved service quality.
Modernization Efforts
Improved Passenger Experience
Over the past few years, UPSRTC has made efforts to enhance passenger comfort and safety. Depots have been renovated, and buses are now cleaned regularly. Broken window panes, malfunctioning lights, and creaking doors have been replaced. The introduction of mosquito repellents, working bulbs, and emergency panic buttons has further improved the travel experience. Women conductors have been introduced, increasing safety and comfort for female passengers.
Technological Advancements
UPSRTC has embraced technology to streamline operations and enhance efficiency. Some of the key initiatives include:
Electronic Ticketing Machines (ETMs): The introduction of ETMs in 2014 curbed malpractices such as overcharging and revenue leakage.
Online Booking System: The ability to book tickets online has improved convenience for passengers, eliminating the need for cash transactions.
GPS Tracking and Command Center: Nearly 7,000 buses are equipped with GPS-based Vehicle Location Tracking Devices (VLTDs), allowing real-time tracking. An integrated command control center at UPSRTC headquarters monitors buses and provides estimated arrival times at different stations.
'Margadarshi' App: A mobile application offering real-time bus tracking for passengers.
Depot Management System (DMS): UPSRTC plans to link its 120 depots to a centralized control room, ensuring better inventory, fuel, and fleet management.
Financial Turnaround
Despite most state transport corporations running at a loss, UPSRTC has reported a financial turnaround. With an annual revenue of approximately Rs 6,000 crore and a projected profit of Rs 190 crore for the 2024-25 financial year, the organization has shown substantial growth. During peak seasons, such as festivals and post-harvest periods, the corporation earns up to Rs 20 crore per day. UPSRTC currently operates a fleet of 11,485 buses, serving over 43 crore passengers annually and selling approximately 5 crore tickets per month.
Workforce Management
UPSRTC employs 15,000 regular employees and over 40,000 contractual workers, including drivers and conductors. The corporation has adopted a cost-effective staffing approach by outsourcing a majority of its workforce, reducing salary expenditures. To motivate employees, incentives are provided for extra duty during peak seasons. For example, drivers and conductors covering 300 km daily during Holi were awarded Rs 4,400, while station staff received Rs 1,800 for additional work hours.
Training and workshops are regularly conducted at the Model Driving Training and Research Institute (MDTRI) in Kanpur. Drivers are trained in safe driving techniques, vehicle maintenance, and managing fatigue during long journeys. Conductors are also instructed on assisting drivers in staying alert during night shifts.
Service and Coverage
UPSRTC operates on 1,540 routes across Uttar Pradesh, covering both nationalized and non-nationalized routes. The corporation has ensured that 90% of these routes are profitable. Additionally, state-of-the-art bus stations have been developed through Public-Private Partnership (PPP) models, further improving infrastructure and passenger facilities.
