		+	As waste pickers come to collect the household trash generated in Green Park, a number of homes have two neatly labelled bags waiting for them. The garbage picker makes sure that the ‘wet waste’ bag and the ‘dry waste’ bag are emptied into separate compartments in his cart knowing that both will be sent to different locations — to be recycled or converted to compost. This segregation of waste is slowly becoming a way of life for Green Park residents.

		+	In an initiative called ‘Kuda Abhiyan’, the local residents’ welfare associations and South Delhi Municipal Corporation aim to sensitise people to segregation of waste at source and encourage them to avoid sending discarded materials to the landfills. The initiative began two months ago when a number of residents expressed willingness to not only comply with the solid waste management bylaws mandating source segregation.

		+	“If only a few households segregated waste, it was likely that the garbage would be mixed up and find its way to a landfill, wasting the effort of those people,” said Aditi Chopra, a Green Park resident and a coordinator of the driver. “That is why we took the help of SDMC. Now the waste is segregated at homes and the garbage pickers them keep them separate to send them to different locations for processing.”
		+	The waste pickers have been given modified carts to pick up the garbage from blue and green bins. Besides, waste is also collected by auto tipper vans with separate compartments for both types of waste. To ensure compliance, SDMC is levying fines ranging from Rs 200 to Rs 500 from collectors and households that violate the rules. As Chopra pointed out, “Workers who remix the segregated are fined, while challans are issued against houses for improperly dealing with their trash. So compliance is increasing gradually.”
		+	Rashi Grover, an active segregator, said that awareness was also being disseminated through WhatsApp groups, where people often get help on, say, what item is classified as wet or dry. The residents are also working on multiple composting pits for each park in the colony. “We have approached the civic authorities for additional land to build more composting pits to deal with the municipal waste,” said Grover.

		+	The information pamphlets also depict a third bin, a red one, for hazardous waste. But the Kuda Abhiyan organisers said the adoption of this third category will be taken up only after the wet and dry segregation is fully accomplished.

		+	Lalit Kumar, general secretary at the Green Park Main RWA, claimed to have responded with enthusiasm to the idea of waste segregation and had immediately organised awareness seminars for the residents while educating the waste pickers. “The participating houses have grown in number, and people are now a lot more aware than when we started.” He added that the RWA was providing all assistance possible to the residents involved in the Kuda Abhiyan.
		+	Swati Sambyal, programme manager, environmental governance (municipal solid waste) at Centre for Science and Environment, appreciated the key role of RWAs in a drive of this sort and said other colonies could adopt a similar approach as in Green Park. “A lot of sensitisation is required before a change can take place,” said Sambyal. “If only a few residents segregate waste and others do not, the trash will be bound to be remixed by the garbage collectors.”

We can’t drink it and we are left sticky and itchy if we bathe with it,” said Anwar. Dozens of hand pumps in this unauthorised habitation at Bhalswa landfill in north Delhi were uprooted, but poverty has driven the thousands living there to continue to draw up the yellow-orange water from the aquifers contaminated by leachate from the mountain of garbage nearby.

		+	The mess in managing the three sanitary landfills at Bhalswa, Okhla in south Delhi and Ghazipur in east Delhi means they continue to grow well past their lives, insidiously contaminating the groundwater with the viscous, toxic leachate. At Bhalswa, Momina Ansari muttered, “When we cook food with this water, the rice turns yellow. The colour of the water is turning darker these days, and cases of kidney and cancer problems are going up.”

		+	The three landfills were commissioned in the 1990s and many recent research studies have highlighted their destructive effect on the sub-surface water in the areas. Bhalswa logged the highest leachate index, followed by Ghazipur and Okhla. In the three places, the biological oxygen demand, a measure of pollution, ranged from 2,825 ppm to 3,300 ppm against acceptable levels of 3-5ppm for potable water. The chemical oxygen demand, another measure, varied between 4,400 ppm and 5,840 ppm against WHO’s recommendation of 10 ppm for drinking water.

		+	The groundwater samples from Bhalswa also show a high level of dissolved solids and a concentration of heavy metals exceeding WHO’s permissible limits. In Ghazipur, the total dissolved solids were recorded as being from 510 mg/l to 3,205, against the standard of 250 mg/l. The water also showed a moderately high concentration of chlorides, sulphates, nitrates, ammonium and iron. These make the water dubious for drinking or other household purposes, a study observed.

		+	At Rajveer Colony, a hundred metres from the fetid mound at Ghazipur, water is a daily risk. “We allow the water in the pipes to run out a bit in the mornings before collecting it in the buckets. The groundwater is polluted but even the water supplied has no guarantee of being clean,” said Radha Mohan resignedly.

		+	The situation is worse at Ghazipur Dairy Farm abutting the 65-metre-high mountain of trash. On the surface, the garbage makes the situation daunting enough for the hundreds of mini cattle farms. The real trouble, however, is below the ground. Most locals only have recourse to groundwater drawn up through borewells. “The sticky water is so bitter that our cows become sick if we give it to them for long. We now use the pumped water only to bathe our animals, so that means spending Rs 800 on a tanker of water from DJB,” grumbled Mohammad Imran Malik, one of the farm owners. Malik added that even when the water appeared relatively clear, it had a repulsive smell that made anyone drinking it “immediately spit it out”.

		+	There’s no comfort either at Gola Kuan, an unauthorised colony in Okhla Phase I. Representative of the conditions abounding in the area, the buckets lined up outside huts there contained brownish water. When TOI asked the residents about this, Babita Singh, a housewife, said they relied on this foamy, reeking water only for washing utensils and clothes. “There is really no other use for the water because we certainly cannot consume it,” she said. “A DJB tanker brings us drinking water, but only every 4-5 days. There are a lot of fights over water.”

		+	Priti Mahesh, chief programme coordinator at Toxics Link, an NGO dealing with environmental poisoning, said they recently carried out a study on the impact of leachate by batteries. She told TOI, “Dry cell batteries don’t take long to degrade and with other materials such as plastic, municipal waste and rubber all decomposing or catching fire at the landfill, a cocktail of heavy metals, toxins and chemicals make their way into the groundwater. There is no way to purify this water.”

		+	Vikram Soni, a physicist and ecologist specialising in groundwater, explained that the yellow colouring in the water was probably due to the admixture of chemicals leading to formation of other compounds. “It is impossible to treat water containing hundreds of different chemicals,” said Soni dolorously. “An aquifer once polluted cannot be saved and this is the situation at the three landfills.” He added that the leachate could even be reaching the Yamuna, citing how toxic ooze from landfills was ending up the Tigris and Euphrates rivers in Iraq.

		+	According to Soni, lining the surface of the landfill helps prevent leachate, but the wisest course at the three dumps is to gradually clear them up while ensuring groundwater at these locations wasn’t used for any purpose. “The water is hazardous. Even a reverse osmosis system cannot completely purify it,” said Soni.

		+	A municipal corporation official who has worked extensively at all three sites said controlling the contamination of the aquifers wasn’t possible, even by inserting a pipeline mesh system. “An engineered landfill has systems for collection of gas and leachate and for their treatment too. Guidelines like having concrete bases for a landfill came much after these three landfills were erected,” the official offered. Fortunately, the landfill at Narela-Bawana has such a collection and treatment system.

		+	For the time being, the leachate at the sites can be recirculated — collected in a tanker and percolated from the top. “The quantum of contamination can be minimised by making drains and by recirculating the leachate as is being done in Ghazipur,” the municipal official said. “But there is no way we will be able to create a barrier between the base of the landfills and the leachate oozing down to the aquifers.”

		+	Central Pollution Control Board recently slapped a Rs 1 lakh fine on Delhi University for poor waste management. While DU is trying to get its act together, a look at other university campuses in Delhi, notably JNU, IIT and Jamia, suggests these are doing well managing waste. That’s probably because these three are residential campuses.

		+	No stench, absence of fires, toxic smoke or air pollution — these are the things that make it hard to believe that you are standing next to a landfill site at Ma Anandmayee Marg, Okhla. This is all thanks to 50-odd workers and eight excavators busy working in two shifts for the past eight months to execute the landfill remediation project prepared by IIT-Delhi.

		+	Recently, Indore had set an example before the country by clearing 13 lakh metric tonnes of waste at a landfill site in a mere six months. Taking a cue from this, the remediation and capping work of the 23-year-old sanitary landfill site at Okhla is now being carried out by South Delhi Municipal Corporation (SDMC). However, unlike Indore, Okhla will not be completely flattened.

		+	Tufail Ahmed, the consultant supervising the project, said, “While the other two saturated landfill sites at Bhalswa and Ghazipur keep on getting dangerously high, Okhla has managed to reduce its height equivalent to a six-storey building from 58 metres to 38m.”

		+	Standing atop the mound, Ahmed explained the steps being undertaken by the yellow giant machines. “It starts with excavation of zigzag unplanned landfill slopes. The waste is pushed up and spread for proper aeration. Mining and turning around of waste is carried out 8-10 times, which turns most of the leftover organic material into dirt, thereby reducing the volume,” he added.

		+	In the second step, remodelling is done using the end product based on the site plan made by IIT. “The stabilisation plan involves making a 16m road around the landfill. Each slope is built at 22 degrees to ensure a Ghazipur-like collapse doesn’t occur. The top surface is now so strong that even a helicopter can land on it,” Ahmed said.

		+	Construction and demolition (C&D) waste is used to create the top layer. A soil cover is made over the stabilised slope and greening is done using grass and plants installed in drums. “Grass will be planted by March-end. We will be using native Aravali species placed in giant drums or pipes for plantation to restrict the heat from the underlying material. Standard ‘doob’ grass will cover the slopes. We estimate that by the next monsoon the entire landfill will bear a green look,” said the horticulture deputy director. At present, about 1,700 sq m area is ready for plantation and manure is being added to the top soil. Around 4,000 sq m would soon be ready for this purpose.

		+	The corporation had roped in Sri Ram Institute of Industrial Research to analyse the final product after the stabilisation process. “It consists of 93.7% sand, earth, bricks, concrete, etc, 1.97% organic material, 3.77% plastic and only 0.5% glass/metals. By this method, the height has been reduced by about 30%,” the report reads.

		+	SDMC commissioner Puneet Goel said that Indore’s and Delhi’s problems are incomparable. “Indore had 13 lakh tonnes of garbage thrown over 100 acres, while Okhla has 55 lakh MT waste spread over 40 acres. Moreover, their proposals were very expensive. We decided to do an in-house process as private treatment would have cost Rs 550-600 per tonne. The in-house project costs just Rs 15-20 per tonne,” he added.

The civic bodies too have installed composting units in colonies, but without popular involvement, they pretty much are gathering dust. As Nirvana Country has shown, engaging the community could be the right way forward.

		+	In a unique pilot plan, all parks under central Delhi’s Rajendra Nagar ward will soon be adopted by locals and Residents Welfare Associations — and each will be provided with special wire mesh-based composting pits called ‘Ruchitra’ that allows manure to be produced locally in colonies.

		+	The campaign, called ‘Abhudhay – Adopt a Park’, kickstarted on Sunday, and will be jointly carried out by students of IIT-Delhi (ENACTUS), the RWA apex body — URJA — and the North Delhi Municipal Corporation. BJP MP Meenakshi Lekhi was the chief guest at the event.

		+	Member of ENACTUS at IIT-Dehi, Sankalp Katiyar, said the students will be allotted funds of Rs 25 lakh to start the scheme, under which manure from locally generated waste will be produced and provided to each locality. While the composting units will be built by students, the north civic body and URJA will encourage people to adopt the park.

		+	“The waste will be collected from kitchens and from the park itself. Only green waste and wet waste can be used in this setup. We will provide training to local residents so that they can manage these composting pits on their own,” said Katiyar.

		+	North corporation officials say parks that do not get adopted will be managed by the corporation staff and special training for this purpose is being provided to staffers at present.

		+	IIT-Delhi students had recently carried out a survey where it was found that each household produces an average of 0.75 kg of wet waste daily. “Leaves and these wet waste can be utilised effectively and instead of ending up at landfill sites, can be used to create manure,” Katiyar added.

		+	‘Ruchitra’ makes use of a mesh-based pit, which is around 4-5 feet in height. Wet waste, leaves and twigs can be put inside, while microbes are introduced to speed up the composting process. Students say this process does not generate any odour and does not attract rodents or insects either.

		+	ENACTUS, under the scheme Nirmalaya, aimed at solving NCR’s waste management problem will also look at making home composters available in the future. An aerobic composting pit called “pitara” has been developed by the students, which is part of their future plans.
