 Officers would be impressed by her understanding of issues and clarity of thought. Jayalalithaa had a sharp memory , and was methodical. She had a diary containing details of almost every IPS officer in the state, going through it before deciding on transfers, postings and promotions. She kept a careful eye on Tamil nationalist groups and smaller caste parties that could cause social tensions and didn't hesitate to act against PMK's Ramadoss and MDMK's Vaiko. During her 2001-2006 term, she ordered detention of former ally Vaiko under Pota for a public speech supporting LTTE. Ramadoss and his son Anbumani were arrested in 2013 for inciting violence. She was inaccessible to many , but despite staying within a tight circle, her political assessment was rarely wrong --even with the prospect of disqualification due to the wealth case, she fielded candidates in all 234 assembly segments earlier this year; this despite predictions that the DMK was regrouping. The now almost forgotten story was resurrected by Union finance minister Nirmala Sitharaman during the debate on the no-confidence motion against the Narendra Modi-led government in the Lok Sabha last week. Replying to a point made by Dravida Munnetra Kazhagam (DMK) member of Parliament (MP) Kanimozhi, Sitharaman said Jayalalithaa’s sari was pulled by DMK members in the assembly. Chief Minister MK Stalin hit back dismissing the whole thing as a drama orchestrated by Jayalalithaa, triggering charges from both sides of the political divide.

		+	As a first-time member of the assembly, Stalin was present in the House that day. As a reporter covering the legislature then, I vividly remember the sequence of events that day.After 13 years, M Karunanidhi was back as Tamil Nadu CM. And as he held the finance portfolio also, he was to present his government’s first Budget that day. Even before I entered the assembly hall to take my seat in the reporters’ gallery there was talk that there would be an attempt to prevent him from presenting the Budget.There was an uneasy calm as Karunanidhi took his seat, soon to be joined by Jayalalithaa in a black sari. As leader of the opposition, she had a seat opposite Karunanidhi, across the long table that separated the treasury benches from the others. At the stroke of 10, Speaker Thamizhkudimagan entered the hall, went to his seat, read out a mandatory couplet from Thirukkural, and announced that the CM would present the Budget.As Karunanidhi stood, Jayalalithaa rose from her seat and shouted that her party strongly objected to his presenting the Budget. She made a harsh remark (which did not go into the records), questioning how he could be allowed to present the Budget. As to why she questioned it, we need a bit of a flashback.After MG Ramachandran (MGR)’s death, the All India Anna Dravida Munnetra Kazhagam (AIADMK) split into two — one headed by Jayalalithaa and the other by MGR’s widow Janaki Ramachandran. The election commission had frozen the two leaves symbol and recognised the factions as AIADMK (JL) and AIADMK (JR).

		+	In the resultant four-way fight (the Congress decided to contest independently) in the 1989 assembly election, DMK was swept to power and the Janaki faction was annihilated; Jayalalithaa emerged as the leader of the second largest party with 29 seats, followed by the Congress with 27.Disheartened by the defeat, Jayalalithaa had reportedly written a letter to the Speaker expressing her desire to resign her membership of the assembly. The letter was never sent to the Speaker but given to her then confidant M Natarajan (VK Sasikala’s husband), who did not forward it. A few days later, the city police raided Natarajan’s residence, following a complaint from an AIADMK worker that he had given a couple of lakhs of rupees to Natarajan for a ticket in the assembly elections. Police reportedly came across this letter during their search of Natarajan’s residence, which mysteriously found its way to Thamizhkudimagan, who hurriedly issued a notification stating he had received her resignation letter and that he had accepted it.What Thamizhkudimagan did not realise was that as per rules he could not accept the resignation without holding a personal inquiry with the member. The Speaker had to issue a clarification the following day that the resignation was yet to be accepted and that Jayalalithaa continued to be a member of the assembly.

		+	Jayalalithaa said she had never resigned, and she held a rally where she went hammer and tongs at Karunanidhi and vowed to bring down the DMK government. This was the backdrop to Jayalalithaa objecting to Karunanidhi presenting the budget that day. As if on cue, the AIADMK members were on their feet shouting slogans. DMK members who were initially silent, allowing the AIADMK MLAs to attempt disruption, soon countered them with their shouts. At this stage, Karunanidhi made a caustic remark that left Jayalalithaa visibly shaken. Recovering a moment later, she signalled to her partymen. Immediately KA Sengottaiyan and a couple of others rushed to the long table to snatch the budget speech copy from Karunanidhi. In the process, Sengottaiyan pushed the CM who fell back onto his seat. Karunanidhi’s dark glasses came off.That was enough to enrage the DMK ranks as ministers and MLAs started throwing paperweights and bundles of budget documents at Jayalalithaa. S Thirunavukkarasu (now called Su Thirunavukkarasar) who was seated next to Jayalalithaa in his capacity as deputy leader of the Opposition and KK SSR Ramachandran, who ran down from the second row, formed a shield in front of her, taking blows on their backs. Congress leader GK Moopanar and deputy leader Kumari Ananthan also helped in protecting Jayalalithaa who had by now become the main target for the DMK ministers. One of the DMK MLAs got on top of the long table to attack Jayalalithaa before he was pulled down by K Anbazhagan. For 15 minutes, DMK and AIADMK members threw at each other whatever they could lay their hands on. For a few minutes, both Thirunavukkarasu and Ramachandran had been beaten back by the DMK assault and Jayalalithaa was unprotected.At this time, minister Ko Si Mani picked up the lectern in front of the CM’s seat and moved towards Jayalalithaa. Simultaneously, another minister, Duraimurugan, rushed towards Jayalalithaa with his hand raised. The two ministers bumped into each other and the lectern slipped out of Mani’s hands and fell on the table.Amid the ruckus the pallu of Jayalalithaa’s sari was pulled, tearing it at the point where it was pinned to her blouse.

When calm returned, reporters met Karunanidhi in the chambers where he said he had been punched in the face and his glasses broken. Srinivas sought two weeks to file another affidavit giving position of assessments, appeals (if any), stand of the department in the matter of recovery and whether they have any objection to the relief claimed in present petition.
