		+	Since 2021, three districts of Jammu region – Poonch, Rajouri and Jammu – have seen fewer but bloodier and more high-visibility terror attacks when compared to the strikes in the Valley.
		+
		+	Data for the last three years, accessed by The Indian Express, show that between January 2021 and May 30 this year, 24 security personnel and 75 civilians were killed on either side of the Pir Panjal mountain range in the Union Territory of J&K.

		+	Poonch, Rajouri and Jammu are part of the larger Jammu region and are to the south and west of the Pir Panjal that separates them from the districts in the Valley.

		+	Of the 251 ‘terrorist-initiated’ incidents in J&K since 2021, 15 were in the three districts of Jammu region and 236 in the Valley. While the three Jammu districts saw 2, 10 and 3 incidents in 2021, 2022 and 2023 (until May 30) respectively, the Valley saw a significantly higher number of such incidents at 129, 100 and 7 in the corresponding period.

		+	The Valley also recorded a higher number of civilian casualties (60 since 2021) while the Jammu region saw 15 civilian deaths in the corresponding period.

		+	Despite the numbers pointing to more terror attacks and casualties in the Valley than in the Jammu region, the security establishment has taken note of a changing trend – attacks south of the Pir Panjal range (Jammu region) have been high-impact incidents that have ended up inflicting the maximum damage.

		+	The latest such attack was on May 5 when five Army personnel were killed in a forested area in Rajouri. Two weeks earlier, on April 20, five soldiers were killed when their truck was ambushed in Poonch.

		+	In August 2022, five soldiers were killed in a terror attack on a military camp in Rajouri, while in October 2021, terrorists had killed nine soldiers, including a JCO, in the forests between Bhata Durian and Dehra Ki Gali in two separate encounters.

		+	There have been high-profile attacks on civilians too — on December 16, two civilians were killed in firing outside an Army camp in Rajouri; and on January 1-2, seven villagers were killed in an attack in the Upper Dangri area of the district.

		+	A senior officer of the Army said the incidents and the data make it evident that terrorists infiltrate into the UT from the lower mountains of Poonch and Rajouri regions, perpetrate “visually grand” incidents in these areas and thereafter cross the Pir Panjal and establish themselves in the Valley.

		+	“Terrorists seem to be crossing the mother ridge at the LoC into Rajouri and Poonch, carrying out attacks and further crossing the Pir Panjal and entering the Valley,” the officer told The Indian Express.

However, since the terrorists lack adequate logistics support in this region, the ones who are eventually chosen to infiltrate here are more hardened and target security forces and civilians.”

		+	The attacks in Jammu tend to have a higher impact, the official said, because of the “routine nature of small-scale incidents in the Valley… As a result, at times, even fairly bigger incidents (in the Valley) fail to capture public attention which they would have if they had taken place to the south of the Pir Panjal”.

		+	Sources said much of the ceasefire violations and subsequent terrorist infiltrations through the LoC adjoining the three districts of Jammu region have happened over the last five years. As Defence Minister, Nirmala Sitharaman had acknowledged this trend and said Pakistan was extending its “arc of terror” to areas south of the Pir Panjal.

		+	Sources listed factors such as the presence of two main roads passing through this region – the Jammu-Srinagar highway and the old Mughal Road connecting Poonch in the Jammu region to Shopian in the Valley via the Pir Panjal Pass – and the lay of the land (characterised by forested hills of lower altitude) as reasons why these areas are increasingly being targeted by terrorists.

		+	For those who don't know much about the exodus of Kashmiri Pandits from the Valley, the first time they would have perhaps heard about ‘Bitta Karate’ would have been in Rahul Pandita's searing 2013 memoir, Our Moon Has Blood Clots. Bitta Karate (so called because of his brown belt), or as Farooq Ahmad Dar, the man who killed a young Pandit businessman Satish Kumar Tickoo on February 2, 1990.

Raghuvanshi recalls meeting him at Kot Bhalwal jail in Jammu.

In 2019, Dar was re-arrested by the National Investigation Agency on charges of terror funding after the Pulwama attack.

While releasing him on bail and quashing his detention under the Public Safety Act in October 2006, the judge remarked: “The court is aware of the fact that the allegations levelled against the accused are of serious nature and carry a punishment of death sentence or life imprisonment but the fact is that the prosecution has shown total disinterest in arguing the case, which is in complete violation of Article 21 of the Constitution.”

In the film not only is Dar given Malik's lazy eye, but is also shown killing four Indian Air Force officers, among them Squadron Leader Ravi Khanna. Malik, founder of the Jammu and Kashmir Liberation Front (JKLF), was also accused of orchestrating the abduction of Rubaiya Sayed, daughter of the then Union Home Minister Mufti Mohammed Sayeed, in 1989.

The JKLF ‘boys’ who thought freedom was near (on January 26, 1990, in fact) were left rudderless and leaderless, propped up by the Centre which kept trying to find alternatives to the established political duopoly of the Abdullahs and the Sayeeds.  But Dulat wonders what will be achieved by retribution now. Raghuvanshi looks at another aspect. Should Dar be convicted for only Tickoo's murder? What about the other Kashmiri Pandits he killed?

		+	Whether one believes in revenge or in forgiveness, there is no doubt that the blood of Kashmiri Pandits is on Dar's hands, and is thus known today as the ‘butcher of Kashmiri Pandits’.
		+	He was 15 when he was taken, like many other young boys, to Pakistan-occupied Kashmir for arms training by JKLF's first commander in chief Ashfaq Majeed Wani, who was later killed by security forces in 1990.

In 2009, Khan passed the KAS examination and subsequently was posted in the general administrative department.  Although Dar's release in 2006 was greeted with flowers and confetti in Srinagar, he never attained the position of Yasin Malik and Shabir Shah in the Kashmiri Muslim imagination. The Centre released them from prison in 1994 and experimented with them as possible leaders to no avail.

		+	The kins of 16 Hindu bus passengers, killed by the Islamic terrorists near Kishtwar on 14th August, 1993 still feel the chill in their spine remembering that massacre. The armed terrorists had stopped the bus and brought down 16 of them, identified as Hindus, and gunned down. Their only crime was that they were Hindus. Only two months earlier, the terrorists had killed 15 Hindus; eight of them were women in Doda district. The gruesome memories of Prankote massacre of 17th April 1998 can never fade. Twenty six Hindus of Prankote and Dakikote of Udhampur district, now parts of Reasi district, were beheaded in full public view by the terrorists. Instead of spraying bullets for instant death, the terrorists slaughtered them with axe for no fault of their. Their religion was their only fault. The news of dastardly killing took ten hours to reach the authorities and the security forces reached the spot after a day. Like KPs in Kashmir, the scare of inhuman incidents led to the exodus of the villagers to Reasi, Pouni Thanpal, Chasana and other areas of the district.

		+	Yet another barbaric killing on 19th June, 1998 at village Chapnari in Doda district where 25 Hindus accompanying two marriage parties were massacred by the terrorists. Lal Krishna Advani, the then Union Home Minister who visited the area, was so moved by the bloodshed that he declared that he would resign if such ghastly incidents recur. It was “a clear attempt at ethnic cleansing of Hindus”.

		+	In the same year, terrorists had massacred 35 Hindus, mostly labourers in two terror strikes in the Chamba district bordering Doda on early hours of 3rd August, 1998. Twenty-six people were killed in Kalaban area and five others in village Satrindi. News of this massacre became public only when two of the injured at Kalaban-Dhian Singh and Beli Ram-with blood oozing from their wounds, trudged eight kilometers through the dense forests to report the mayhem to the nearest Mansa police station.

		+	On 2nd August, 2000, in yet another massacre at Nunwan base camp in Pahalgam, 21 Hindu pilgrims were gunned down while eight Hindus were killed at Kayar village of Doda district.

		+	Seventeen Hindu residents of village Ladder near Kishtwar in Doda District were massacred by the terrorists on 3 August 2001. The terrorists dragged 20 identified Hindu males out of their houses and took them to the adjacent mountain and shot them dead. Seven Hindus were killed in two incidents by the terrorists at Sahar Badoli, Udhampur district. On 2nd December, 2001, seven Hindus of a marriage party were killed by the terrorists at Trinagal, Udhampur district.

		+	Jammu’s historic temple of Shri Raghunath ji was attacked twice by the terrorists, first on 30th March, 2002 and secondly on 24th November 2002, killing 16 devotees and security guards. This was a direct attack on Hindus’ one of the most revered temples that housed 36 crore devi-devtas with the objective of not only hurting the religious sentiments of the majority, but also unleashing communal violence. Another attempt was made to outrage Hindu sentiments by triggering two explosions at Banganga, the take off point for holy Mata Vaishno Devi pilgrimage on July 21, 2002. In the same month, the terrorists killed 29 Hindu labourers at Qasim Nagar, Jammu while 16 Hindus were killed at the congested market at Purani Mandi by causing explosions, and nine school students in another explosion in their matador near Gangyal. June 25/26, 2004, twelve civilians were killed and nine others were injured when terrorists opened indiscriminate fire at village Marah (Poonch). In yet another terror strike on 30th April, 2006, terrorists massacred 35 Hindus at two separate places in Thawa village in Kulhand area of Doda district and neighbouring village Lalon Galla in Basantgarh area of Udhampur district. The target was Hindu shepherds, who were lined up after ascertaining their religion and gunned down by terrorists in Thawa village. The condition of the dead bodies was so horrifying that the doctor who was sent to conduct the post mortem could not stand to the brutality and suffered a heart attack.

		+	The list of terror incidents targeting Hindus is long. There were more major terror strikes in Jammu like three blasts at MAM Stadium on Republic Day on 1995 killing eight persons, including three employees of Information Deptt and injury to 45 persons and Jammu Railway Station in which seven persons were killed on 7th August, 2001, all of them were Hindus. It doesn’t mean that Muslims were spared by the Islamic terrorists. They too, especially the Gujjars, were targeted across the region, particularly in Rajouri & Poonch districts. The purpose of enumerating some of these ghastly incidents is to recall the sufferings and pain of terrorist victims and their fellow villagers in Jammu region which in any measure is no less than of the KPs. The major difference between two targeted communities by the Islamic terrorists was that Jammu Hindus didn’t migrate from their areas en-block except in some hilly pockets while the KPs exodus was almost complete. The second difference is that Jammu Hindu migrants didn’t get a fair deal despite Supreme Court orders.

		+	Brazen neglect to the victims of terrorists’ atrocities and lack of help to their families is evident from hellish conditions of the Talwara migrant camp near Reasi. The terror victims of hilly areas and their migrant families living in miserable conditions in Talwara camp, Reasi, rued that no Govt had ever cared for their plight in the last over three decades of the brutal killing of their loved ones by the terrorists. Recently, Daily Excelsior did a story on their deplorable plight. About 2300 migrants living in this Camp, remember even today the horror of those brutal incidents that forced them to flee. The administration’s apathy and political leaders’ indifference towards them can be seen from the fact that roofs of their living rooms are leaking and no Minister, political leaders of any consequence or even senior officers had ever cared to visit their camp.
