2017 was a tough year for rule of law with declines around the world and few cases of any improvement. World Justice Project’s Rule of Law Index 2017-18, which studied 113 countries on 44 indicators, found rule of law scores fell in a third of the countries surveyed, and fundamental rights were the hardest hit along with more governments exercising indiscriminate power
