NCB vigilance committee findings of 2022

Mumbai : Irregularities and lapses have been found against seven to eight Narcotics Control Bureau (NCB) officials, including a senior officer, and action recommended by the NCB vigilance committee, which started its probe after allegations of illegal arrests and extortion in the drugs bust case in which Bollywood star Shah Rukh Khan’s son Aryan was arrested last year.
In August, the vigilance committee submitted a 3,000-page chargesheet against the seven-eight officers for irregularities not only in the Aryan case, but two-three other cases too, said sources. The officers include those of NCB, some who were deputed to it, and some who are no longer with the bureau. During the Aryan case, the Mumbai NCB was headed by Sameer Wankhede, an IRS officer who was deputed to the agency. He was later repatriated to his home cadre.
This is another major embarrassment for the NCB after its own special investigation team gave a clean chit to Aryan Khan and five othersin May this year, saying there were irregularities and lack of evidence in the probe. Aryan had spent almost a month behind bars before getting bail in the high-profile case. The vigilance probe found evidence of ‘selective treatment’ in the case, said a source, indicating he may have been targeted.
The source refused to elaborate whether any extortion aspect was found in the inquiry. In May, there were reports that the vigilance committee did not find evidence of extortion. Soon after Aryan Khan was arrested in October 2021, a witness in the case, Prabhakar Sail, had alleged a Rs 25-crore extortion bid in the case, pointing at Wankhede and a panch witness, Kiran Gosavi. “The report was submitted to the competent authority to take further action. The report has been submitted as per department proceedings and as per the sections of the Central Civil Services (Conduct) Rules, 1964. The competent authority will take a call as normally there are two types of actions on irregularities — one, those facing serious charges may be removed from service, and the other is departmental action,” said the source. The Centre had directed a departmental inquiry against Wankhede for “shoddy” probe at the time the NCB SIT gave the clean chit to Aryan Khan. The sources said the vigilance committee recorded the statements of at least 65 witnesses, who had deposed before it, and matched it with their earlier statements. The committee went through case papers, witness statements, and evaluated the evidence in the cases to pinpoint the several irregularities.
The NCB had arrested Aryan Khan on October 3, 2021, along with 15 others in the Cordelia cruise ship case. Later Aryan Khan and five others were exonerated.
