New Delhi : Ahmedabad, Bhopal and Lucknow emerged as India’s top three cleanest cities in the millionplus population category in the Swachhta survey, while Indore, Surat and Navi Mumbai, with the same number of people, entered the newly created ‘Super Swachh League’.


There are 23 cities in the super league — a distinct and separate category reserved for cities that were in the top three ranks of their respective population categories in the previous three years and have been kept out in this year’s Swachh Survekshan 2024-25. These also include Vijayawada, Noida, Chandigarh, Delhi’s NDMC area, Mysuru, Gandhinagar, Tirupati, Ambikapur, Vita and Panchgani. From the next survey, cities in the league will also ranked, but only within this category.


President Droupadi Murmu presented awards to the top ranking cities and those in the ‘Super Swachh League’. The Uttar Pradesh govt and the Prayagraj Municipal Corporation received a special award for waste management during the ‘Maha Kumbh’.


Unlike earlier editions of the survey, this time comparing the performance of cities with last year wasn’t possible as the population criteria have been changed. For example, the national level ranking of cities in 2023 was done under two categories — cities having a population of more than 1 lakh and less than 1 lakh. But in this edition, there are five categories — population of more than 10 lakh, 3-10 lakh, 50,000-3 lakh, 20,000-50,000 and less than 20,000. Secondly, the 23 cities in the ‘Super Swachh League’ have not been included. 


Speaking during the event, Murmu said minimising wastage by using minimum resources and reusing them for the same purpose or other purpose has always been part of Indian lifestyle. She said the basic principles of circular economy and systems of reduce-reuse-recycle are modern and widespread forms of Indian ancient lifestyle while sharing the example of simple traditional lifestyle of tribal communities.


The ranking of cities on cleanliness parameters started in 2016 with 73 cities, and this year, 4,589 cities were covered in the survey, with the participation of nearly 14 crore people. 
Housing and urban affairs minister Manohar Lal Khattar launched the Swachh City Partnership initiative, which focuses on peer learning. “The winning cities will guide, handhold and lead the way for the others. It is time to bring the low-performing cities on top,” he added.
