NEW DELHI: For someone who was in open dissent with the top BJP leadership, former Union home secretary Raj Kumar Singh may seem like a surprising induction into the cabinet to many. Singh had criticised the high command for "selling" party tickets during the 2015 Bihar polls. However, he stopped short of travelling the distance to be acknowledged as an irredeemable rebel like, say, Shatrughan Sinha.

Singh getting the nod for the Union ministry could show that dissidence is not necessarily punished and that top BJP leadership can be accommodative of objectors if they do not cross certain thresholds.

The retired 1975 batch IAS officer joined BJP in 2013 and was elected to LS from Bihar's Ara in 2014. Singh first came into notice when he was given the job of arresting BJP veteran L K Advani during his Ram Rath Yatra in 1990.

Following Bihar government order, Singh, as district magistrate of Samastipur, had Advani arrested and halted the yatra from Somnath in Gujarat to Ayodhya. None of this affected his career. Advani as home minister in NDA government (1998-2004) picked Singh for joint secretary in his ministry. He served as the Union home secretary during UPA's tenure from 2011 to 2013. Then home minister Chidambaram believed Singh's no-nonsense attitude made him the right man for the job.
